The Ottimizzarian Order is a division of the Volkstaadt government that seeks to improve the lives of all and advance the cause of peace through technical and arcane advancement. One of their projects – Project Awakening – seeks to grant intelligence to animal creatures. One of their early successes was a rat who took the name Norbert-Flop Squea Squea, who liked to dress as an admiral and acted as the rats leader.
